[cups.development] Native Avahi support as separate patches for 1.4

I've split the patches out for native Avahi support and put them here,
for anyone interested in trying them out:

These ones are against 1.4.5. (Michael: I'll attach the trunk-based ones
to the STR shortly.)

They are:

1. Add a configure option --enable-avahi (note: you'll need to run
'autoconf -I config-scripts' after applying this patch).  This one is
needed for all of the subsequent patches.

2. Add Avahi support to the dnssd patch (optional)

3. Add support for timed callbacks, ready for implementing the Avahi
poll API on top.

4. Implement the Avahi poll API.

5. Use it to advertise services.
