[cups.bugs] [MOD] STR #3890: variable CXXFLAGS

when doing make in folders 'ppdc' and 'scheduler' 
C++ code build without variable CXXFLAGS.
So, I get errors like :

Linking cups-driverd...
cups-driverd.o: In function `cat_drv(char const*, int)':
(.text+0x10fc): undefined reference to `__curr_eh_stack_entry'
cups-driverd.o: In function `cat_drv(char const*, int)':
(.text+0x1124): undefined reference to `__curr_eh_stack_entry'
cups-driverd.o:(.data+0x48): undefined reference to `operator
delete(void*)'

Corrected ppdc/Makefile and scheduler/Makefile 
in attach
