[cups.bugs] [MOD] STR #3810: IPP: Jobs printed twice if user's machine reboots before it's done

This is behaving as designed - if we cannot determine that the job has been
printed, we re-print. This may result in duplicate prints, but at the same
time it ensures that we do print the job.

You can add the "waitjob=no" option to the device URI to disable print
confirmation.
