[cups.bugs] [MOD] STR #3810: IPP: Jobs printed twice if user's machine reboots before it's done

IPP "client side" can't handle situations when the file is printed and the
client computer is offline.

Steps how to reproduce:
network map:  User(CUPS 1.4.4)-(IPP)-Server(CUPS)-(usb)-Printer
The User prints 1 page, the printer can't print right now (missing paper,
power outage, broken firmware....)
(server receives job data and waits until it can print)
The User turns off his computer
The Admin fixes the printer (involves restarting cups, not sure if
mandatory)
The page is found on the server and printed.
BUT (after a while)
The user goes back online, his local CUPS finds a scheduled page and sends
it to the server (AGAIN, not checking the previous attempt)!

note: I know the server does not need to keep a job log..  but it can

result: the page is printed twice (or more, if the printer breaks down
again)
