[cups.bugs] [MOD] STR #3810: IPP: Jobs printed twice if user's machine reboots before it's done

The IPP backend doesn't (and for a variety of reasons, can't) keep track of
the remote job ID across invocations.

If remote printing was a special case in cupsd then we might be able to do
long-term tracking of jobs, however it isn't and our future direction is to
have applications spool directly to the remote server instead of managing a
local queue (which solves a lot of authenticated printing issues,
especially with Kerberos...)

So the current behavior is as designed/expected. Long term we will do
remote printing differently which will eliminate this particular issue.
