CUPS already supports user-supplied CGI programs; just add the following
file to your /etc/cups directory:

    "local.types"
    application/x-httpd-cgi cgi

and then restart cupsd. You can then put your manage.cgi program in the
CUPS document root (typically /usr/share/doc/cups) and call it with:

    http://localhost:631/manage.cgi
