There is, you just need to log in.

It has already happened.

It has been many years since any personal computer was sold with a parallel port, and most consumer PCs haven't had a serial port in a long time, too.

While I understand your concerns, removing these backends from the core CUPS distribution does not mean you will no longer be able to use serial or parallel printers. Both backends are part of a new CUPS "extras" package that will be hosted by openprinting.org to support platforms that still have parallel or serial ports.
