[cups.development] CUPS minimum version support for Avahi conf

CUPS 1.1.23 is long obsolete - it was released over 7 years ago...

No stable release of CUPS officially supports printer discovery or sharing using Avahi, however CUPS 1.6 *does* support Avahi and is currently in "release candidate" state.
