[cups.development] fatal error: cups/language-private.h: No such file or directory

cups/language-private.h is a private header; you need to compile your changes as part of CUPS, not as a standalone build...
Alternately you can grab the cups-filters project from the Linux Foundation which has the CUPS 1.6-and-later version of the same filter.
