This is a failing in the HTTP Basic/Digest authentication specification
(RFC 2617) and PAM - the character set for auth data is not specified (for
usernames or passwords).

I don't see an obvious way to "fix" this in CUPS, it really requires some
coordination between the browser and distribution you are using to agree
on a common character set for usernames and passwords, then everything
will "just work".
