In CUPS 1.5.3 "man cupsfilter" reads:

       -e
            Use every filter from the PPD file.
....
       -m mime/type
            Specifies the destination file type.
            The default file type is application/pdf.
            Use printer/foo to convert to the printer
            format defined by the filters in the PPD file.
....
KNOWN ISSUES
       cupsfilter currently does not use the filters
       defined in the PPD file. This will be addressed
       in a future  CUPS release.

But at least for me it seems
$ /usr/sbin/cupsfilter -p /etc/cups/ppd/hplaserjet1220ljet4.ppd \
  -e -m printer/foo /etc/fstab >/tmp/cupsfilter.out
works to create printer specific data as defined in the PPD
(here PCL using the Ghosscript driver ljet4).

Furthermore calling "/usr/sbin/cupsfilter" results
....
  -u                      Remove the PPD file when finished.
....
but there is no option "-u" mentioned in the man page.

Perhaps there are more issues in the cupsfilter man page...
