[cups.bugs] [MOD] STR #4233: lpstat can become a zombie if run while cups daemon is reloaded / restarted

it's rare, but we've seen this several times and the process will consume
100% of the cpu until it is killed.  I can always correlate this back to
when the cups daemon was reloaded
