We are trying to setup IPP printing with Cups at our institute and we did a
detailed test on operating systems and different Cups versions: 1.4.4,
1.5.3 and 1.7.3. Here is the result:

All versions work normally on Windows 7 and XP.

On windows 8 printing a few pages works, but with a very slow data transfer
between the client and the server. When a larger document (50MB+) is
printed the transfer almost stalls after around 10 minutes and Cups web
interface becomes unresponsive. At that point the printing becomes
impossible and data is being sent for hours. This happens on all Cups
versions we tested.

The speeds were tested on a 100Mb link and we used three different windows
8 and 8.1 clients. We also tried changing configuration options with no
success (using http/https, authentication/no authentication).

Please let me know if you need our configuration to confirm this bug. It is
almost the default configuration; we added authentication with Unix groups
and print accounting with tea4cups. The printer is connected to the server
via IPP. The Windows client is connected to the server via IPP (http).
