When I attempt to find a printer using the web user interface, I get an
error message "Request Entity Too Large".  I did a packet capture using
tcpdump which I have attached.  In packet 4, it is sending  
HTML Form URL Encoded: application/x-www-form-urlencoded
Form item: "org.cups.sid" = "1881293ce7346c684fff5e07ce507c89"
Form item: "OP" = "find-new-printers"

The server is responding in packet 8 with HTTP/1.1 413 Request Entity Too
Large\r\n

Unfortunately, when I get the status of the cupsd, the log files in
/var/log/cups are not readable.  I don't know why that should be, because
the cupsd is running as UID 0.

I had this problem in Ubuntu 14.04 and I was unable to fix it.  I had hoped
that upgrading to Ubuntu 15.04 would fix it, but it didn't.
