This is already solved in cups-filters (at least for non-Mac-OS-X). I have
added the rastertopdf filter which takes PWG Raster as input and turns it
to PDF, from where further filters convert it to whatever the physical
printer needs. An appropriate conversion rule is added to
cupsfilters.convs.

The CUPS-2.0.2/cupsfilters-1.0.68 combo on Ubuntu 15.04 is working very
well with PWG Raster input. I have tested with the document-tests.sh script
of the PWG IPP-Everywhere self certification kit and everything works
except turning color input into grayscale (but this is probably the job of
pdftopdf).
