a correction:

Most programs in /usr/lib/cups/filter/ are linked
with CUPS libraries (libcups and libcupsimage).

What I had meant was that usually filters do not use IPP
so that there is no relation between filtering and IPP
functions in the CUPS library.

In short:
Usually a filter failure should have nothing to do with IPP.
