I also have this problem both with an HP1300 printer on the usb port and a
Brother HL2040 printer on a usb port and on two separate machines, both
running Mageia 5. 
This is very very consistant. Everytime I change something about the
printer (eg change the ppd file in system-config=printer) the cpu goes up
to 100% and stays there for many minutes (I usually do not wait it out but
do service cups restart)

Again on strace I see the massive number of "epoll_wait" while this is
going on. 

I have no idea if Mageia has applied any patches to their cups.
