Perhaps "volatile" and "static" are not exactly the right words. But
cupsd.conf and cups-files.conf are simple to deploy and update by one
authority across many systems, whereas printer configuration (not just the
status, but even the listing of which printers are available) is much more
ephemeral and often should be managed much differently. I generally allow
/etc to be updated, but I don't allow random daemons to do that update for
me.

Simply separating "printer configuration" and "printer state" (as the dup'd
bug suggests) wouldn't really do what I'm after, so IMO it's not a
duplicate.

For further consideration -- there are others who do similar things here,
and if they were running CUPS, they'd run into the same problem:
