Printers won't restart after paper out

Running 1.1.20, if a printer runs out of paper it is stopped by CUPS with status 'No command byte received in 300 seconds'. If you attempt to use the web admin to start the printer, CPU goes to 99% and it never starts. The only remedy is to stop CUPS, edit printers.conf and remove the status line and modify the State line from Stopped to Idle and restart CUPS.

Is there a cleaner way to do this or an automatic way for CUPS to see the printer is back online with paper? Thanks.
