[cups.general] cupsd.conf configuration problem

I have three linx x86 redhat 9.0 systems and all are running cups
One of the systems is a print server and had physical printers attached
to it.
Here is the topologh

I have the three printers configured on the server and I have the server
set
up to export it queues to the etire network.
On desktop this works fine. It finds the printers wonderfully.
On Isaac, which is occasionally connected through a tap interface.
I cant get exported printers.
what do I have to put in the /etc/cups/cupds.conf file so that
the printer will show up correctly on isaac
When I run tcpdump on isaac and on server, I see not ipp traffic flowing
over these interfaces
Any ideas
