[cups.general] can't admin remote even tho Allow from *

I have a remote cups server, 10.10.8.252. When I browse to 10.10.8.252:631 I 
get:

Forbidden
You don't have permission to access the resource on this server.

I can telnet into it.

>From cupsd.conf on the server:

<Location /admin>

AuthType Basic
AuthClass System

Order Deny,Allow
Deny From All
Allow From 127.0.0.1
Allow From 10.10.8.*
#Encryption Required
</Location>

The server is running cups-1.1.19-13  - Fedora Core 1.

I'd really prefer not to open it up to everybody, just the 10.10.8.* subnet.

Why doesn't this work?
