Currently no, AFAIK; but I've heared rumors that CUPS 1.2 will offer
a feature like this.
With current CUPS, I'd suggest either to check the printer's state
by a cron script (using lpstat or the CUPS API, whatever you like more),
or restart the printer on SMTP events, if the printer supports SMTP.
