Server down

Hi everybody,
I use Suse 9.0 and made my way around the authentification problem for the localhost:631.
Created a new user and gave it a password.
Worked fine for two days.
As I tried to figure out how to get the userrights for my Adobe Acrobat Reader I must have done something horribly wrong:
My cups server is down and although I used the:
</etc/init.d/cups restart> command
nothing has happened.
I'm told that cupsd is shut down and restarted, but when I try to access the localhost:631 to configure printers it tells me, that the server is not active. Visible as well by the fact that,although hooked up to the network, no printers show up, although there should be about 120 of them.
Any suggestions?
And two more questions:
1. What are the exact commands to change error_log? Couldn't figure that out, as the little steps weren't explained in the help I found. And my bash tells me, that I haven't got the right to look at the </etc/cups/cups.conf>.
2. How do I change the userrights of my Acrobat Reader? I can print fine as root, but not as user.
