[cups.general] can't admin remote even tho Allow from *

I no longer think it's a linux permission issue. I changed loglevel to debug. Here's a snip from the error_log:

A new client every 10 seconds!

It's clearly cups that's sending the 403.

I'm not sitting here hitting reload on my browser. Where do all these new requests come from? And why doesn't cups respond?

BTW, the server is cups-1.19 on FC1.

Really puzzled now.
