CUPS DDK install error

I try to install and get an error message
error: CUPS 1.1.19 or higher is required for the CUPS DDK!

I am on Mandrake 10.0 and I have cups  cups-1.1.20-5mdk installed.  Last I checked 20 was higher than 19.  Is there a problem or is some script just not reading something right?
