[cups.general] anonymous www based job deletion

hi.

i want to change the permissions of cups and read all documentation, but
still have no clue. i have following goal:

- nobody may add,remove,modify or configure printers apart from root
- everybody may delete jobs on all printers and from all users
- everybody may start and stop all printers
- everybody may print to all printers
- nobody has to enter passwords in the web interface (apart from root if
he wants to add,remove,modify printers)

is there a possible solution? otherwise i will have to write own web
interface which calls lprm as root.

i played with AuthType None, but the result is that the error-log sais:
"" is not allowed to remove job of "erik".
