Cups setup on ubuntu 4.10 problems

Ubuntu has a policty to not have any port open by default. That means 
you need to reconfigure CUPS to bind on 0.0.0.0 or your network 
interface IP rather than 127.0.0.1.

I wish there was a programmatic way to do it.
