[cups.general] Can't cancel jobs unless root

It's something with the permissions, but I'm not quite sure where to
change that.  Try looking at the file /etc/cups/cups.conf .  I don't have
any inclination to allow that kind of access on the CUPS server I'm
administrating so I've never really tried to find this out.
