No, it generates PCL 3-5 of various flavors.

Correct. For PCL6 data you need to use the Ghostscript pxlmono or
pxlcolor driver - see the ESP Ghostscript distribution for an
example wrapper script and PPD files (you can generate the PPD files
with ppdc, of course).

rastertohp supports a very limited subset of PCL that works on nearly
all PCL 3-5 printers. It gets you printing, and typically is all you
need for a PCL laser printer. It doesn't work with any of the large
format DesignJet printers, and the quality on the HP inkjet printers
leaves a lot to be desired.

rastertopclx supports all of the PCL 3-5 raster stuff including the
PCL 5c and PCL3GUI variants which need special handling. The pclx
driver also supports a lot of PJL commands for printers that offer
them, as well as advanced dithering and color management support
that is missing from the hp driver.

It is part of the DDK source code:

     http://www.cups.org/ddk.php

Look in the "cups" subdirectory.
