Yes.  For htt6s, just make a symlink from /usr/lib/cups/backend/ipp
to https in the same directory, and use https: URIs for the
destination.

Starting with CUPS 1.1.21, you can also use the encryption option
with the IPP backend, for example:

     ipp://server/printers/queue/.printer?encryption=always
