[cups.general] cups hangs when restarting after log rotation

i had a similar problem when i would restart CUPS or reboot my computer. 
if i tried to access the web admin or attempted to print, the cupsd would
crash, never recognizing the installed printer.  i would start it again,
and it would show up as a process, but then it would die again until i
deleted /etc/cups then reinstalled CUPS.

i finally found a workaround for myself which involved a 'reload' instead
of 'restart' as found while digging in the startup script.  what is
different, i have no idea, but now, if i reboot or restart, it works if i
run the command: /etc/rc.d/init.d/cups reload

i'm using slackware 9.1 and CUPS 1.1.20.  i don't know if this will help
at all, but it might be worth a try.
