Cups automagically turn on printer

When I used redhat and would print, even when the printer was off, it would somehow turn itself on. From stdin, the web, etc... It would alwyas turn itsself on, then print. for some reason when i switched over to debian, it no longer did this. does anyone have a clue as to why that is?

I use cups version 1.1 on a Debian box with kernel 2.6.3.
