You have to use another printer driver for this to work, because 
if pstops can't handle your job it considers it's one 
page long and log this in page_log

Better is to use either CUPS PostScript driver for
Windows (available from www.cups.org) or 
Adobe PostScript driver (from www.adobe.com)

Your actual printer driver maybe doesn't send PostScript to CUPS,
so pstops is either bypassed or confused.

As an alternative, I'd suggest that you use a dedicated software
to do this because CUPS is not very good at doing accounting.

This software, in addition to hardware based accounting which is 
better if your printers support it, can natively count pages in DSC 
compliant PostScript, PDF, PCL5, PCLXL (aka PCL6), and since one 
hour ago Binary PostScript as well (through GhostScript).
