Printing French characters

Hi guys.
I have been running cups 1.1.20 on a couple of HP-UX 11.00 systems. (Compiled on the systems from source, using gcc-3.3.2)
It is easy to administer and resolves a political requirement for watermarks.

The only problem is that it won't print French characters. We have a requirement to print in English and French from a SAS application.
Setting the LANG environment variable to fr_CA.iso88591 in the user's environment will display the proper accents in vi and dtpad, but sending the output to the printer through CUPS gives us garbage.

I have set the DefaultLangage to fr_CA.iso88591 in /etc/cups/cupsd.conf and recycled the cups daemon. Also set the LANG variable to the same locale in the user's environment. Still prints "garbage" characters where the French characters should be.

Has anyone successfully printed French or any other character set with CUPS? What have I done wrong?
