Forcing IPP/1.0 mode

There isn't, however feel free to post a RFE at:

I don't know if we'll be able to squeeze it in for 1.1.21, but
definitely for 1.2.

In the meantime, you can just change the IPP backend sources to use
IPP 1.0 all the time (CUPS won't care...)
