cups not working after lightning strike

Sorry to be so long in getting back on this.  My LogLevel in 
/etc/cups/cupsd.conf is set to "debug".

I deleted the printer I had configured, attached a new cable, then 
connected that to another print.  I added the 'new' printer.  I still 
get a "connection refused" error.
