Don't you have "links" neither "lynx" (console web browsers, no X needed,
quite light - only 3 and 4,5 MB each, if I'm not mistaken)?

And actually, do you have X at all installed? (Asking because in some
distributions there were some problems installing cups without X, because
gs, the renderer, needs it - but there may be workarounds - actually trying
to work on this now!).
