Can not access localhost:631 after install CUPS

Dear All :

I have just installed CUPSYS on Debain 3.0 .

When I try to access http://localhost:631/admin,

I got error message :

Forbidden
You don't have permission to access the resource on this server.

What is the problem ? Need help.
