can't manage cups remotely

You'll need to provide more information: what OS, version of CUPS,
etc.

In general, make sure you are using:

     Port 631

and not:

     Listen 127.0.0.1:631

in your /etc/cups/cupsd.conf file, and check the access controls
defined in the Location sections in the same file.
