cups 1.1.19/20 : really wild behaviour of the device combo

Hi!

We (are trying to) run cups on Tru64 here for more than two years. Now 
we have a new bug(?).
Device Combos in the webinterface are empty unless we set a loglevel of
"info" or more verbose!? That bug does not show up on our linux boxes.
Backend progs are executable for all users of the system. Dirs are also
accessible.

Any hints?
