Really? Michael told me yesterday that the cups+gimpprint driver doesn't use
foomatic at all.
So your theory only might apply for the foomatic+gimpprint driver.

Its Debian unstable with foomatic-3.0.1-20040506 (looks like the cvs
version), but its also already in Debian testing.
