You should bear in mind that the PPD spec wasn't written by CUPS
developers. It was written by Adobe Inc., and the first Version
appeared about 20 years ago.

All PostScript printers use it, and they ship drivers for MS Windows
and Apple Mac OS which contain a "PPD".

CUPS is using that "standard" to make its own life easier and to
not invent its own wheel all over....
