Unsupp Admin Option?

On all job operations in the web interface I get: Unsupported administration
operation "hold-job"

I just upgraded from 1.1.17 to 1.1.20 (w/ESP 4.4.1) and left the /etc/cups
untouched.  Before I only had 2 location entries.  The root location had
"AuthType None" (anonymous print)

And the /admin location had "AuthType Basic", "AuthClass Group" and
"AuthGroupName cupsadmin"

I duplicated the /admin location for /jobs but no luck.  The admin functions
like stop/start printer work, but not the job options.  Any ideas?
