They are *installed* via PPDs.

But the PPDs may not be there initially. Foomatic stores its raw
printing database data in XML files. The Foomatic scripts generate
from these XML files the PPDs.

Some distros ship the ready-made PPDs, some ship XML+scripts, some
ship both.

KDE's "kaddprinterwizard" is able to auto-detect Foomatic XML files
on the system, parse the files, display a selection of "printer
make + model", let the user select a manufacturer/model combo and
then run the PPD-generating script, install the printer with the
foomatic PPD to /etc/cups/ppd/printername.ppd and finally add the
new PPDs to the standard CUPS model directory....

Neat, ain't it?
