[ANN:] hpnpf backend updated

The hpnpf backend published on the links area didn't safely process
raw PCL data.
This now has been fixed. In addition, the TBCB flag is turned off for
PCL jobs (which are identified by "@PJL ENTER LANGUAGE = PCL...", where
the "..." may be additions like XL, which aren't checked).

Whoever has encounterd weird printouts with this backend (like leading
pages
showong a single "E" in the top left corner or the like) should download
the new archive and rebuild.
