403 Forbidden responses

I can authenticate to the servername:631 web page and add and delete and modify printers etc.  However I cannot click on 'Configure Printer' without getting an error that reads: "server-error-internal-error".  I am running version 1.1.21rc1. but I have this same version running elsewhere with out any problems.  Is there a file permissions issue I am missing here?  I have enabled access to the server and get this error no matter from which location I connect (local host or remote).  Thanks
