editing the cups config file in OSX

hello

i want to control what macs can use what printers on a network. As there is no server the only way i have found is by editing this cups.conf file. however i can't make heads or tail of this language and require some assistance.

basically there is a large network of macs running osx all in one domain. some macs have printers which they are sharing to a group of macs in that room. However at the moment every mac can see every printer in every room.
