Trouble adding cups users

After installing cups (from source, on debian/testing running a 2.6 kernel) I tried to run 'lppasswd -g sys -a root' (as root) to add the root user, and got:

# lppasswd -g sys -a root
Enter password:
Enter password again:
lppasswd: Unable to open passwd file: Permission denied

The file /etc/cups/passwd.md5 does not exist. Touching this file before running lppasswd does not help.

I am using shadow passwords on my system, does lppasswd need access to the system passwd file??
