If you set LogLevel to "debug", you should see why it's failing. What
happens on the client?
Also, on the client, check /etc/cups/client.conf. If you run cupsd on
the client, see if it's accepting incoming browse packets; if so, you
should be able to submit jobs locally which will forward to the remote
machine automatically.
