[cups.general] Ptal startup

Printing should work without the PTAL service.
For scanning the PTAL service is required.
In this case you must use PTAL for printing too.

For scanning it should be sufficient to activate the PTAL service
according to the above article and then activate the "hpoj" line
in /etc/sane.d/dll.conf.

Then the sacnner should be shown by the command
  scanimage -L
for example like
  device `hpoj:mlc:usb:HP_OfficeJet_G55' ...
and using a command like
  scanimage -d hpoj:mlc:usb:HP_OfficeJet_G55 >image.pnm
should produce an image (at least for root it should work).
